Foreign employers interested in recruiting manpower from Nepal must work through licensed agencies registered with the Department of Labor under the Nepalese Government. These agencies, such as Blue Bird Overseas Pvt. Ltd., directly contact and negotiate with overseas employers to meet their manpower requirements.

Upon receiving an authenticated vacancy demand from the overseas employer, Blue Bird Overseas Pvt. Ltd. applies to the Director General of the Labor Department for recruitment permission. The Labor Department, as the principal government authority, supervises and monitors the recruitment process and grants permission to export manpower. To obtain recruitment permission, Blue Bird Overseas Pvt. Ltd. must submit the following authenticated documents to the Department of Labor:

The employer will issue authenticated papers to enable the legal process from the Ministry of Labor and Transportation, Department. These papers, duly attested by the host concern authority (Department of Labor, Ministry of Foreign Affairs, and the Nepalese Embassy), will be issued after the employer’s office and labor camp visit if deemed necessary. If the Demand Letter is placed through a local recruitment agent, the Nepalese Embassy may request the agent to produce the service agreement between the employer and the recruitment agent.

Demand Letter

The employer will formally issue a Demand Letter in favor of Blue Bird Overseas Pvt. Ltd., specifying job categories, the number of workers required by category, monthly salaries in the respective currency, contract period, working hours, and other amenities for workers such as food, accommodation, medical facilities, insurance, air passage and others. This Demand Letter must be duly endorsed by the Ministry of Foreign Affairs and the Chamber of Commerce and finally attested by the Nepalese Embassy in the country of employment.

Consular Letter

The employer will issue a Letter of Authority in favor of Blue Bird Overseas Pvt. Ltd., addressed to the Consulate General of the concerned embassy (Kathmandu), indicating that Blue Bird Overseas Pvt. Ltd. is their appointed and bona fide manpower recruiting agent, fully authorized to handle all visa matters, submission, and delivery, with the said embassy. This letter should mention the visa number and the date of issue. (This letter applies to Saudi Arabia only.)

Power of Attorney

The employer will provide Blue Bird Overseas Pvt. Ltd. with a Power of Attorney to carry out the recruitment of Nepalese manpower. This means, Blue Bird Overseas Pvt. Ltd. is the true legal representative of the employees who are being employed by our employer. This also represents legally, that all the manpower provided to the employer is in fact provided by Blue Bird Overseas Pvt. Ltd. This Power of Attorney must be duly endorsed by the Ministry of Foreign Affairs and the Chamber of Commerce and finally attested by the Nepalese Embassy in the country of employment.

Agreement Between Employer and the Agency

An agreement between the employer and Blue Bird Overseas Pvt. Ltd. must be established, detailing the terms and conditions for supplying manpower from Nepal. This agreement should be signed by both parties to confirm the acceptance of the stated terms and to proceed with the recruitment process.

Agreement Between Employer and the Employee

The employer will issue a Specimen of Employment Contract detailing salaries and other amenities, including food, accommodation, medical facilities, insurance, air passage, contract period, working hours, overtime facilities, and other benefits as per the labor laws of the respective country. This contract should be signed by the authorized person on one side, leaving the other side blank to be signed by the selected worker.

Guarantee Letter From the Employer

Finally, the employer will issue a letter assuring that the workers recruited will be employed only in their company and country. The employer must confirm that all workers recruited from Nepal will not be transferred to any other company or country during their contract period. This letter must be signed and stamped by the employer and finally attested by the Nepalese Embassy in the concerned country.

This comprehensive process ensures compliance with the regulations set by the Nepalese Government, safeguarding the interests of both employers and recruits.

Recruitment Process of Blue Bird Overseas Pvt. Ltd.

Document Submission and Advertisement:

After obtaining the demand document from the employer, Blue Bird Overseas Pvt. Ltd. will present the necessary documents to the Ministry of Labor, Nepal, for approval. Once approved, an advertisement for the approved demand will be published in the newspaper.

Collection and Initial Processing of Applications:

Bio-data and essential documents required for the initial processing will be collected from applicants. An interview and trade test will be conducted by the employer if necessary, or directly by the agency representative based on the employer’s selection criteria.

Medical Examination:

All selected candidates will undergo medical examinations at a GCC-approved licensed medical center to check for AIDS, TB infection, and other diseases. The medical check-up must meet GCC standards.

Submission of Candidate Information:

The interview assessment records of all medically fit candidates will be forwarded to the employer, along with copies of their passports, bio-data, photographs, medical fitness reports, and other necessary documents by Blue Bird Overseas Pvt. Ltd. The employer will then apply the required documents to the concerned government authority of their respective country.

Entry Permit/NOC/Visa Processing:

The employer will be informed about the Entry Permit/NOC/Visa advice and forward the details via fax or email once obtained from the government authority to Blue Bird Overseas Pvt. Ltd.
For Saudi Arabia, after obtaining the authenticated papers from the employers, Blue Bird Overseas Pvt. Ltd. will process the visa endorsement from the respective Embassy of the Saudi Arabian Government consulate where the blocked visa was reserved.

Final Approval and Visa Endorsement:

After obtaining the visa from the employer, Blue Bird Overseas Pvt. Ltd. will present all necessary documents to the Ministry of Labor (If required will endorse visa on the passport from the concerned Embassy of the respective country in Nepal) prior to final approval.

Travel Arrangements:

Blue Bird Overseas Pvt. Ltd. will book seats with the respective airlines or travel agents; If Pre-paid Ticket Advice (PTA) is not provided by the employer, recruitment agency will arrange for tickets for the expatriates through its allied / approved travel agencies and provide the ticket and flight schedule to the employee and the employer.

Worker Orientation and Departure:

Blue Bird Overseas Pvt. Ltd. will provide orientation to the workers regarding their details and departure procedures. Workers will then depart to their country of employment as per the flight schedule.

Employer Reception:

The employer will receive the workers at the airport of their respective destinations/countries for onward placement in their jobs as per the demand and employment contract.
